This design also speaks to the killing of Renee Nicole Good, a U.S. citizen fatally shot during an ICE enforcement operation in Minneapolis. Good was seated in her car and posed no threat — yet her mere presence was treated as escalation. That dynamic isn’t new: when the state reacts violently to observation, the problem isn’t the observer.
